What do I do if I get Error 210 "PatchManifestError_DownloadFail" when trying to update or download The Elder Scrolls Online on Windows?
Windows 7/8 Users Start Here
Windows 7: You must update to enable TLS 1.1 and TLS 1.2 as default secure protocols.
- The process on how to do this is available here.
- We have tested this on our end and it has resolved the issue.
Windows 8: This is actively under investigation for further troubleshooting.

Basic Troubleshooting (all operating systems)
This usually indicates a connection error between our servers and your game client.
- Check our Service Alerts or Twitter Support pages to verify ESO is not currently undergoing maintenance.
- Disconnect from any VPN Services if you are using them.

Power Cycle Your Home Network and PC/Console
- Turn off the router by unplugging it. If you have a modem and router in one device, turn it off and proceed to step 3.
- Turn off the DSL or cable modem for three minutes.
- Note: Some modems are equipped with a backup battery. If your modem has one, please remove the backup battery to completely turn off your modem.
- Turn off all computers attached to your network.
- Turn on the DSL or cable modem first and let it boot. Let it complete its connection to your ISP before proceeding to the next step. If you have a modem and router in one device, proceed to step 6 after it connects to your ISP.
- Once the modem completes the connection to your ISP, plug in the router. Let it complete its power on test before proceeding to the next step.
- Restart your computer or console. Make sure to fully power off your device, do not use quick restart or sleep mode.

Open Outbound Ports in your Router Settings
- To best access The Elder Scrolls Online, configure your router to open the following outbound ports:

- TCP / UDP Ports 24100 through 24131
- TCP / UDP Ports 24300 through 24331
- TCP / UDP Ports 24500 through 24507
- TCP Port 80
- TCP Port 433
- While accessing your router, make sure to update the firmware as this may resolve connection issues. For more information on how to do this, see your router's instruction manual or manufacturer's website.
- Flush your DNS, as this can speed up connections to our server.
- Use Pathping and Tracert to test your connection to the ESO Servers.
Advanced Troubleshooting
Before proceeding to the steps below, make sure to try all the steps above in Basic Troubleshooting. If those steps do not resolve Error 210, follow the steps below in order.
Backup Launcher and Client Files
- Locate the following files on your computer and make copies of them. Keeping an archive of the files in their unmodified state may help with troubleshooting the issue. Make a copy of each of the following and place them in a folder on your desktop:
- All "Host.developer" files
- Non Steam: These files can be found at the following default location on: C:\Program Files (x86)\Zenimax Online\Launcher
- Steam: C:\Program Files (x86)\Steam\steamapps\common\Zenimax Online\Launcher
- The "Platforms.xml" file
- Non-Steam: C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\game\client
- Steam: C:\Program Files (x86)\Steam\steamapps\common\Zenimax Online\The Elder Scrolls Online\game
Download the Patch Manifest File
- Close the ESO Launcher.
- Download this file.
- If you get a page not found message, try using different browser or copy and paste the following URL in your browser's address bar: http://launcher.bethesda.net/Bethesda.net_Launcher/Bethesda.net_Launcher.patchmanifest
- If you get a 400 Bad Request message, you will need to clear your browser's cookies or use a different browser.
- Move that file to the ProgramData folder of the launcher directory.
- By default, this folder will be located here: C:\Program Files (x86)\Zenimax Online\Launcher\ProgramData.
- Re-open the ESO Launcher and try again.
Run the Game as an Administrator
- Close the ESO Launcher.
- Right click on the launcher icon and select Run as administrator.
- Alternatively, you can select Properties, then Compatibility, then Run as administrator, and then finally click Apply, then OK to confirm.
- Re-open the ESO Launcher and try again.
Delete the Program Data
- Close the ESO Launcher.
- Navigate to the patch installation folder,
- By default, this folder will be located here: C:\Program Files (x86)\Zenimax Online\Launcher\ProgramData.
- Locate and delete the ProgramData folder.
- Restart the ESO Launcher.
- The Launcher should now display "Creating Download." This is normal as the launcher begins the regeneration process. It can take anywhere between 21-30% before the launcher switches to "Downloading Game Files." Once this is complete, you should be able to play the game.
Ensure you have the correct C++ Redistributable
- You can ensure this by uninstalling and reinstalling "vcredist_x64_2015.exe" and "vcredist_x86_2015.exe" from the ESO Launcher directory or download Visual C++ Redistributable for Visual Studio 2015.
Repair the Game Client
- Open the ESO Launcher.
- Click Game Options.
- Click Repair.
- Wait for the process to finish.
- Restart the computer.
- Open the ESO Launcher and try again.
